Rocky Hill Coal Project Response to Submissions submitted to Department of Planning and Environment

The next stage in the assessment of the amended Rocky Hill Coal Project has commenced with the submission to the Department of Planning and Environment (DPE) of a Response to Submissions document. R.W. Corkery & Co. has assisted Gloucester Resources Limited (GRL) to review and respond to the 2,591 submissions provided by government agencies, community groups and individuals following the public exhibition of the Environmental Impact Statement and Specialist Consultant Studies Compendium for the amended Project in August 2016.

The submission of this document completes what has amounted to over 18 months of assessment and document preparation after it was announced in December 2015 that GRL would submit an EIS for an amended project following an infrastructure sharing agreement between GRL and Yancoal Australia Limited. This agreement required an amendment to the original project design with some infrastructure no longer required and some additional components incorporated into the design of the mine.

The preparation of the Response to Submissions document has been a multi-disciplinary process involving technical input from specialist consultancies and benefited from additional consultation with NSW government agencies, MidCoast Council and the local community. Review of the feedback received during the exhibition period and the ongoing consultation led GRL to recognise that in some areas further assessment was required, commitments needed to be reiterated or extended, or that more detail could be provided to assist DPE in assessing the proposal and addressing some of the concerns expressed in the submissions. These matters were addressed during preparation of the Response to Submissions and described in the document.
